Leonel Alberto Alves (歐安利) was born on April 5, 1957 in Macau, where he began his political and law career more than 40 years ago.
He has been a member of the National Committee of the CCPCC – Chinese People’s Political Consultative Conference since 2008, currently serving his third term.
He has been a member of the Executive Board since 2005, and is already completing his fourth term.
He began his duties as a member of the Legislative Assembly in 1984, having held the function of First Secretary from 1996 to 2009.
He was Vice President of the Basic Law Advisory Board of the Macao SAR.
He has practiced law in Macau since 1982, having graduated in Law from the Universidade Clássica de Lisboa, with his main areas of professional dedication being commercial law, contract law, property law, financial activities, land law, notary and civil litigation , criminal and administrative.
He is a legal advisor to numerous credit institutions in Macau and a lawyer for the Macau Banking Association.
He has been President of the General Assembly of the Santa Casa da Misericórdia of Macau since 1998.
He has received numerous of the highest awards such as Macao SAR Silver Lotus Medal of Honor (2019), Macao SAR Medal of Professional Merit (2002), Order of the Infante Medal (1999), Macao Government Medal of Professional Merit (1997).
